Black screen and blue text on store pages
https://imgur.com/mlGW2qK This is kinda stupid. Can someone tell me how to fix it? I am using Windows 7 64-bit. 12 GB of RAM and a NVIDIA Quadro FX Graphics. Help!!

Delete Steam's web cache.

I connected to my secondary network and restarted Steam. Same issue.
When I enter big picture mode, it just says that there was an error while retrieving data from Steam.

Get to Win10+ ASAP or use a recent Linux derivate. The root CAs of all major distributors coming with Win7 are expired and need to be renewed manually as Microsoft won't renew them using a windows update.

Please note that some parts of Steam also use Cloudflare[developers.cloudflare.com] and/or Akamai which use separate TLS certificates with other CAs than Let's Encrypt/ISRG.
Akamai also uses GeoTrust[knowledge.digicert.com] and DigiCert[www.digicert.com] next to Let's Encrypt/ISRG.

Since Win7 is end of life, more and more sites will phase out support as more certificates need to be renewed.

It's a root CA certificate issue. The root CAs from Win7 became expired october last year, hence new certificates verified by the updated root CAs cannot be validated. Windows 7 is end of life, so Microsoft won't update them.

What you get is the failure to load the resource files from the CDNs Steam uses because the certficates appear to be invalid.

Reinstallation of Steam and clearing the cache will not fix this issue. Only manual updating of the root CAs or switching to a more recent operating system that still gets updates will fix the problem.

Partially, yes, because Valve's own certificates hadn't expired yet and are still referencing the old root CAs, hence the main page logic can still be loaded.

Resource files like the cascading style sheets and images in fact aren't hosted on Valve's servers but on CDNs.

Read that. It contains an instruction on how to fix this issue.
So, I tried this and it still didn't work. I installed all of the root CAs and it didn't do anything at all. I've never had this issue before, and I install Windows 7 on old computers frequently.
Another weird thing I noticed (probably not related but I don't know) was that Steam was not creating desktop shortcuts. Because of this I had to create them manually. Never have I had these issues before.

I'm going to reinstall Windows. I'll tell you guys if it works.
I updated steam and it worked, but I still decided to reinstall Windows. I haven't had this problem and don't think I ever will here. I noticed that the only time that had happened to me was when I installed Windows 7 Ultimate. Right now I am running Home Premium and it is working fine.
