Is there a limit to how many times you can change your steam profile name?

No. Their Steam IDs are permanent. That's how you keep tabs on them.

It also tracks the name changes they have done overall, when you click on the arrow next to their name

It only tracks some of them, sites like Steamrep or SteamID have mostly complete name histories going back several years for most profiles.

Steam ID (it should start with 765 and is about 15 digits long) is the same.
Display name (the one that shows up next to your profile picture) can be changed 5 times every 15-30 minutes.

though, nothing says about me not being able to change username, i only get them saying "Very frequent changes to profile names are not allowed. Please try again in a few minutes." althought, ive waited for almost 2 days

Not smart to say that out loud. Giving away accounts is against ToS and might get your account banned, and not just the name.

You're at risk for alot more than name change problems by using an account someone "gave" you.
