Steam won't return the skin if that's what you're asking. All you can do is report the account and forget about it. Steam may or may not take action against the person who owns it.

You should remove the link to it from your post, naming and shaming is against the terms of service.

why can't they return the skin, I was cheated because the player changed the nickname and profile picture?

How will they know which side it is about if someone from the support writes me back here?

Because YOU and only YOU are supposed to vet the trade BEFORE you confirm the trade. You didn't.

It also sound more like your account is compromised. Steps to secure at bottom

You did not trade them the intended target. You gave a phishing site you login details. That allowed them to access your account. Then when you sent a trade to that user the hijackers BOT cancelled it. It then modified their account to look like your original target and resent the trade all with a few seconds so you didn't notice a delay. You then didn't check the trade details and confirmed the trade.

Your skins are gone. Report the account that received them, block, move on and stop

Logging in on dodgy sites
Believing stupid messages on your profile
Confirming trades Without paying attention to the warnings and checking them.

Read the message they left on your profile and you'll see the obvious warnings.

1. Valve wouldn't hijack a profile to contact you.
2. 24 hours? From when? That could have been 25 hours ago or 1 minute ago.
3. Do police give you change to move money, drugs, murder weapons before they arrest you? No they don't. They'll arrest you first and you'd have to challenge them.
4. What is the point of locking an account if they tell you to move valuables?
5. Just look at the grammatical errors in the last line. We are allowing you this time to send your valuables skins (either Valuables but no skins or valuable skins) to a friend or storage account

yes, but it was 100% impersonating another player or a second player account with which I was supposed to trade. Can I get a trade lock for this user or get my skin back in some way ???

You won't get your items back.
Report all accounts involved in the scam, after you secured your account.
Compromising your account by entering your login credentials on a fake website made this possible in the first place.

You failed to secure your account and failed to properly verify the trade. That is on you.

Doesn't matter. The thing is you made an agreement and the burden is on YOU to check before pressing the final button.

Valve can't get involved and break an agreement between two parties. That's not how things work.

So I'm afriad you've lose those items. As it says in the terms "account security is alawys the users' responsiblity " and that's what this means.

It is incumbent on you to make sure everything YOU do is correct, because nobody else can come in and alter such agreements.

Sorry, but that's just how the world works. It's the same with banks and any other service. Where YOU Make the mistake they cannot give you anything back.

Welcome to adult life where you get to deal with consequences of your own actions, including mistakes. Take this as a learning experience.

Can I count on blocking the account of the user who was impersonating another person?

You can report the account and it will be blocked for this, yes. Sadly this usually does not work quickly enough to prevent the thief from selling the items to the next one.

I am relived, that this is not quite how "adult life" works, despite the statements further up. In the outside world, if you fall victim to a fraud or theft, the other person may get away with your stuff, but does not become the legal owner because of it.
The Steam sphere is mainly different from that, because nobody does own the items, they have. Valve and its related publishers merely provide them and allow to move them between people.

Follow the steps on the end of the second posting, if you haven't done so already. That will at least clean your account from its infection for now.

In the future, do not do Steam logins on other websites. Instead do a browser login on the website of Steam (store.steampowered - bookmark it). Every website, that needs a Steam login, will recognise this and allow you to confirm your account.
If it still asks for your name and password, it is not a real Steam login.

Maybe. Also need to consider the fact the account that received the items may have actually been an account that was also compromised and the hijacker is using it, maybe others, to funnel scammed item through so that their own account don't get punished. Highly likely that y the time Valves investigated the items would have already be transferred to other accounts.

All you can do is

1. Report and block the accounts.
2. Secure you account, Post #4. If you haven't it can and WILL happen again as they still have access.
3. Learn from your mistakes and STOP using dodgy phishing websites.

If you insist on using third party sites do it the safe way

1. Open Web browser
2. Login on Steams Official page
3. Visit Third party site
4. Look for and use the one click login button
5. If 4 doesn't work and you're asked for you username, password and Guard code your on a phishing site. LEAVE and DO NOT use again

Can also use sites like scamadviser.com to check how trustworthy a site is before using it. Works for any site not just Steam related. Use it whenever entering login credentials or banking data
