And also you want to test your HDD speed (if you download to HDD at least) using CrystalDiskMark.
Specifically Random 4K Write speed. (that may explain slow downloads)

I recommend you to look into the logs instead to see what Steam is actually doing.
Those bars are just a 'progress bar' and the remaining time is an estimation based on information it can access, which is a guess that usually not ever correct. It could say 4 years and 10 seconds later its done, because it works in a weird way.
The progress bar doesn't indicate whether or not it redownloads the same files or pieces of a file.
It is trying to guess its current progress.
It needs to validate what it already has so it goes back to 0% and then 100% being done with validation, then knows based on that where it left off, so it shoots to for example 63% and then continues.
Apparently you can avoid this issue if you exit Steam first (using the Steam drop down in the top right corner of the client and select exit), before shutting the PC down.

There is a 'logs' folder there.
Its somewhere next to the 'steamapps' folder.
There is a specific log text file that is about the download progress of apps you download on Steam.
Edit: The file you want to look at is called "content_log.txt"
It looks a bit messy, but each step of the download progress is described in there. You can see why it starts over if it did.
