Did you make sure that, after installing w10, your computer recognizes that you have a video card on it, and not just using the onboard graphics chipset on the motherboard?
This isn't Steam's issue: everyone else is most certainly playing their games just fine. Your computer, just having been 'wiped and reinstalled' absolutely is the issue. So understanding what you have and haven't done will go a long way to figuring this out.

I have encountered an issue with RTSS that caused certain games equipped with anti-cheat systems to not load. You can read my post here: https://steamcommunity.com/discussions/forum/1/3356799628317180624/
You might try manually rolling back the graphics drivers for that NVidia card, and not use the Experience if at all possible as it's often more trouble than its worth (though I don't know whether you are using it).

Sometimes Windows 10 just up and forgets that there's a video card. Whenever there's an OS update for it, I *highly* recommend making SURE that the onboard is disabled ... again.
Every day they walk over the same patch of carpet.
And then THERE IS SOMETHING DIFFERENT AND NEW OMG MUST SMELL EVERY INCH OF IT WHAT IS THIS THING.
