"We do not issue bans based solely on reports."
I get that in the message if I report an account for spam or scams; does that mean it doesn't go to moderation when reported?

No that means a account will not get banned just because its reported a lot.
So its pointless to get a bunch of people to report the same account because Support will still investigate first before handing out any punishment.

You often see users getting their friends to report a certain profile because they got scammed or even open a thread on the forum asking strangers to report that profile.
That does nothing, it goes just as fast as if only the single user reported the profile.
And its also a reminder that even if you get reported a lot, if you did nothing wrong you dont have to fear anything. You wont get banned just because of reports alone.

The mods are going to look at the posts in question, possibly look at the thread to get the gist of what was going on. They aren't just going to issue a ban without investigating whether the reports are valid or not.

No, it means that just reporting something doesn't mean a ban will be issued. It means it will need to be investigated first and looked into before they decide to issue/not issue a ban.

That clause doesn't appear if I select the "inappropriate" category for reporting.

Because "scams" is the category where the report function is abused the most by mass reporting a profile or similar. And there is still the (false) rumor that mass reporting a profile will get it banned or speed up the inquiry process by Steam. So Steam points it out when trying to send a report for those cases.

That's literally the opposite of what you have been told thus far. It is not based on the number of reports, it is based on their investigation into those reports.

This ^

Meaning ONE report is enough. If something has been reported ONCE it will get looked at at some point. Reporting it a hundred times will neither make it faster nor gurantee any punishment.
