This content requires the base game Sid Meier’s Civilization® VI on Steam in order to play.
right on the store page...
You can’t use the DLC anywhere else...............
If you mean “why can’t I use my pirated version of civ6 with legitimate DLC?” Well the answer to that is fairly obvious
Edit: to slow
But on that site on the right it says Steam as DRM:

That would be a little more believable if you weren't saying that your copy of the game doesn't include the only DRM that the game uses. I actually went looking after you said this, and turns out that your story doesn't add up. Every legal copy of the game sold uses Steam as its DRM.
Nobody here can or will help you with your pirated copy of the game. If you want to use the DLC, I suggest you buy the game legitimately.
First of all, it does mention Steam. Second of all, it requires the base game of Sid Meier's Civilization® VI, which is only available on Steam and you simply don't have. Once you meet the requirement of owning the base game of Sid Meier's Civilization® VI, it will work fine.
All copies require steam, so not sure how your playing the base game.
They could have mentioned it in that purple bar, I agree. The Windows version also has Steam mentioned in the Minimum requirements, but the Mac version does not.
But yeah, always check the whole store page.
If you had bought it on Steam then the DLC would work
And I'm having difficulty thinking that if you were one of the literally 5 people that bought it on the Mac store, you'd think somehow "yes instead of using the in-app purchase I will buy on a different website and forget that it uses steam everywhere else"
I'm not a very technically savvy person, I just like playing video games from time to time and thought maybe someone here could help me, but it looks like the answer is no. If what you say is true and it's only possible to buy CIv 6 from Steam, then why don't you offer me some constructive suggestions on how to figure out a solution.
It's disheartening to see that some of you were bent on trying to prove me a thief, rather than being open to offering a helping hand. I'd like to suggest to all of you that while you're busy patting yourselves on the back for keeping the Internet safe for one more day, that you set aside a few minutes to pull your collective heads out of your collective asses.
