Have you verified those game files and restarted Steam?
You can try reinstalling Steam over the same path it is currently installed to, as this can potentially fix some issues. But do NOT uninstall Steam first.

Reinstall Steam
The Steam installer can be downloaded here: (http://store.steampowered.com/about/) and reinstalled to the same location where it is already installed.
This may fix potential issues with Steam client and service files. Installing into same location will preserve all installed games.
WARNING! Uninstalling Steam will delete all game content.
Also, if there is a software conflict causing this issue, that would need to be corrected first.

You do need to be sure all device drivers are fully up to date on the computer. Go to the manufacurer's website and search for your board or model and download them and install them.
Don't use Windows Update to automatically update drivers for Windows 7.
Do not use any shortcuts, if you are. Just click "play" in your library, and describe in detail what happens next and what you see.
Posting your system specs might help. Help in the top of Steam, then system information. Right click, select all, and copy and paste all that here.
-Intel(R) Xeon(R) CPU E5450 @ 3.00GHz (4 cores- originally upgradged to be a server CPU)
-Windows 10 64 bit
-Radeon(TM) RX 460 Graphics
-8 GB ram (ddr2) (still works with more troubleful stuff/games outside Steam)
-500GB HDD (the one that Steam is currently installed on, SSD didn't seem to work well)
-120GB SSD
-DirectX card: Radeon(TM) RX 460 Graphics
Some of those antivirus programs have settings within them that are a bit challenging to find and set properly.
I just add the whole Steam folder to mine here and that takes care of Steam and games for me, but not all AV programs may have this feature.
And it might be something else other than your antivirus.
If you want us to look what else it might be :
1. Take screenshots of all of the programs you have installed on your computer. Control panel then programs/programs and features. (Windows 7,8,8.1) or "apps" (Windows 10 click "Start" (Windows icon on bottom left))
2. Click Windows Start and type in msconfig and run that resulting process. Go to the services tab and check the box on bottom "Hide all Microsoft services". Take screenshots of all that is left.
3. Then go to the startup tab on top of that same window (Task Manager in W10). Take screenshots of all that there also. Expand the header on the left so we can see all the details of the process name. (small window, so do the best you can) Don't forget to scroll down if needed and get everything in the shots, please.
Post all the links to the above screenshots here, using a file hosting site such as imgur.com, which is free to use.

I missed this detail above so please excuse me. That is a bit of an older system, so post your model number and model of the computer here, or if custom built or prebuilt, post the motherboard in that.

Well, I do have Malwarebytes but it seems to have Steam in excluded tab, also I am really sorry for the language in the screenshots, they might cause a bit of trouble. "tle" means background / "zatrzymane" means stopped

You said they were all up to date, so how did you get them up to date if there are none to be downloaded from ASUS ?
How did Windows 10 get on that system ?
I can only suggest you search each device manufacturer's website for the right drivers or roll back to Windows 7 on it. I would not go with Windows 8 or 8.1, if it was me.
There is a Hardware and OS forum here where you can get help specific to this issue, but that seems to be your main problem, as far as I can tell.
Oh, and I did look at your screenshots. AMD External Events Utility has been shown to cause issues with Steam and games. Disable that in msconfig, if you get this system working well with the OS that you choose.
That process can be searched in the forums here, and you can see other cases where it was a problem.
