Is that correct ? And you fully ran Windows 7 update, to be sure the OS is fully up to date. Right ?
The details are important, please. So if anything I just posted is not correct, please correct me so we have the right information going forward.
If that is all correct, then what seems to be left is a hardware issue, such as your hard drive is the issue, failing, or needs a firmware update, perhaps.
You mentioned using an SSD, so did you check to be sure that firmware is up to date on it ?
And if I am not mistaken, you said the SSD was the one that "did not work well", in a previous post. So this seems like important details to me, and maybe relevant to the issue.
Process of elimination
So far, the OS, motherboard, drivers don't seem to be an issue, as you got them installed and up to date and with a supported OS, if my info above is correct.
So, using that process of elimination, what's left ? Other hardware such as the hard drive(s), for example. This is only a theory, of course, but that's part of troubleshooting a problem such as this.
EDIT.... If I missed it, please excuse me, but post the exact manufacturer of every SSD and HDD that you have in that computer, please.

It's important to state specifically what you have done and how you did it, please. And, we need to know HOW you installed them. Because you need to do this yourself as suggested, and not use Windows Update instead. So that is a detail we need to know also.

Not the BIOS download, but drivers. Although it would not hurt to know what BIOS your current version is that is on the board now.
We don't even know for sure what OS you went with and if you (hopefully) fully reformatted during its fresh install :
Because here, you simply said you "changed the system". How ? We need details, please.
Last I suggested was that you go with Windows 7 64 bit, but we don't know for sure that you did unless you tell us, please.
If you get all the drivers fully up to date, and the OS also, and you did install a supported OS from that dropdown menu on the ASUS site I have linked, there should not be any issues at all with that system...
UNLESS you have another hardware problem, so that's what makes me think you do. It could be a driver to SATA port issue, or a SATA controller itself possibly, although that would be less likely IMO.
---Have you tried changing SATA ports for the drives ?
---Have you made sure all BIOS settings are correct and optimized ? This is especially important because you have gone from a previous OS to Windows 10 and now back to an older OS so make sure the BIOS settings are set properly. We don't know if your brother made changes in the BIOS for Windows 10, so we need to, as you don't have that OS installed anymore.
---Have you used a good tool such as CrystalDisk to check the health of the drives ?

And I still suggest checking the firmware on the SSD. So far, I am guessing that it's your hard drive that is the issue, IF all that I have said here is correct and all is installed/up to date/supported.
But without clarification and details as to what I said above here, it's just a guess.
EDIT..Also, did you make sure to disable that AMD External Events Utility if you did an install of the AMD Suite for your GPU ?
