I found a trick a little while ago, and this is from memory so it might be a bit off, but...

Find the file in the Steam installation which corresponds to the skin file you're editing, and open it. Making a small change to that file and then saving it triggers Steam to hot-reload your skin's version of that file, and that way you can test your changes without reloading Steam.

You mean the file of it that is in the Steam folder and not the skin folder? because changing the skin folder file don't seem to do this so wondering as that will be helpful
