Gifting games CAN be done but there are restrictions, like differences in prices if your friend is in a different region and so on.
So your best bet may be to try what My New Friend says above and if it won't let you, then a digital gift card is your best option.
1. Put game in shopping cart.
2. During checkout there are two green buttons "Purchase as a gift" and "Purchase for myself"
Game collections can be a problem.
If the collection takes into account what you already have in your library, and makes it cheaper the more games you already have, then it can not be gifted.
Different countries.
If you live in a different country than the person you want to gift the game to, then you can only gift games if the price difference between the two countries is 10% or less.
Steam Wallet
Lately Steam has started to block gifting using steam wallet as payment. Not for everyone, but if you gift more than you buy for yourself then it could happen. (Steam never tells what the actual rules are, so we can only guess)
At that point all you can do is as we've suggested for the other options.

I just tried 10 games from my library, and I could put them in the shopping cart with no issue.
