The simple reason being that whatever OTHER controller you use it will be emulating the Xbox one. So you will get certain games that might give you the same button prompts as an Xbox controller, and as far as Windows goes, it may say that you have an xbox controller connected.
There's nothing you can do about this.
When you say Steam thinks you have an Xbox controller, are you talking about what shows up in the Controller Settings screen, in games, someplace else?
