Long answer: Only one Steam account can be linked to a Rockstar account. Rockstar games on Steam that require Social Club have three layers of validation (at least in the case of GTAV):
So, while you can redeem both entitlement keys to the same Rockstar account, you would have to own both games on the linked Steam account to actually play them (in your case, it requires buying either game again). Also, unlinking is not recommended as you'd have to negotiate with Rockstar Support, and it's unlikely your request will be fulfilled.
Also, Family Sharing is disabled for those games, so don't even try.
