The 14 days starts on day it release for pre orders, keep in mind to keep it below 2hrs gameplay to qualifying for no question ask refund, otherwise you have to issue a manual ticket instead if outside refund policy.
Just to add:
If you received anything for the pre-order and it was consumed, then they may refuse to issue a refund.
For example, if they gave you another game and you played it for two hours or more, then that two hours would count for the refund time.
If you got something like in-game currency or an item that can be traded with other or put on the Market (and you do so) then that may make the person ineligible for a refund.
These are not likely to apply since most purchases don't contain them, but I felt it best be thorough, just in case.

Your gpu meets minimum and your cpu is equal to a I5 2500 it should run but wouldn't expect good fps.
Did Valve finally fix that stupid issue where if you pre-order a game more than two weeks ago, but try to refund the game within two weeks of release, the refund would be rejected for having owned it for more than two weeks?
