Fine fps while playing 3 fps while recording AMD r5 5600g
Why tho 16gb ram using OBS either crap bitrate with decent fps or clear bitrate and graphics or 3 fps

Due to you telling us literally nothing about your recording setup, we literally can't know.

It is because GPU is used on both gaming and encoding.
If you stream instead of recording, it causes more load as well.

OBS and StreamLabs are very heavy.

If you have Nvidia card, try ShadowPlay (Alt+F9).
As I tried, it is the least load for recoding.

It also support 4K 60fps recording.

well, congratz for letting us know that you have no clue..

OBS uses the same technology as Shadowplay, hell GPU have a dedicated Chip for encoding.

NVENC is NVIDIA’s encoder. It’s a physical section of our GPUs that is dedicated to encoding only. This means that your GPU can operate normally regardless of whether you use this region to stream or record. Other encoders, such as x264, use your CPU to encode, which takes resources away from other programs such as your game. That’s why using NVENC allows you to play games at a higher framerate and avoid stuttering, giving you and your viewers a better

There are still ways too impact the performance (more Windows level and how it handles priorities) but since OP its being silent...

Without more information about your hardware, and software setup, no one can provide any kind of useful assistance. The following info from you should be enough to let us help you:
