REFUNDS ON DOWNLOADABLE CONTENT
(STEAM STORE CONTENT USABLE WITHIN ANOTHER GAME OR SOFTWARE APPLICATION, "DLC")
DLC purchased from the Steam store is refundable within fourteen days of purchase, and if the underlying title has been played for less than two hours since the DLC was purchased, so long as the DLC has not been consumed, modified or transferred. Please note that in some cases, Steam will be unable to give refunds for some third party DLC (for example, if the DLC irreversibly levels up a game character). These exceptions will be clearly marked as nonrefundable on the Store page prior to purchase.

But keep in mind that only the playtime of the base "game" is counted. It does not matter if you play the DLC or not.
If you are over 2 hours since purchse of the DLC, you can no longer refund it.
So why exactly are you worried that the game will not work?
even if you did get a refund, the remove of it could cause issue with current game
some of the other games ive got in it have a button delay
Fair enough.
Then give it a try, you shouldn't need anywhere near 2 hours to decide whether you want to keep it or refund it.
If you do refund I would stop playing the base game altogether while you wait for the refund to be approved, i'm not sure if playtime after the refund ticket is submitted actually counts but it's better to err on the side of caution.
Are you using a tv? If so put the tv into 'game mode', should eliminate any input lag you're getting
This is off the top of my head so it might be wrong, but iirc, you can check to make sure the controller you are using is a decent one and change USB connection for it. Sometimes if your USB connection is crap (or worn and flops around a bit) this can cause such issues.
Also, as the post above says, check to make sure the display you're using has all the settings correct and uses low latency mode.
