Not all games can be family shared. Developers choose if they wish to allow family share for their games.
By the looks of it, you have 3.2 hours on the game. The refund policy is with in two hours of game time and two weeks since purchase. If you out side of either of these, then you are not guaranteed a refund.
Game can not be transferred.

No, due to technical limitations, some Steam games may be unavailable for sharing. For example, titles that require an additional third-party key, account, or subscription in order to play cannot be shared between accounts.

Where Refunds Apply (automatic refunds)
The Steam refund offer, WITHIN two weeks of purchase AND with LESS than two hours of playtime, applies to games and software applications on the Steam store.
Both conditions must be met. (AND)
Note: you can try a manual refund by choosing the game and selecting "i have a question about this purchase" BUT it is discretionary as to whether the refund is granted.
And finally:
Refund policies - Take your pick.
1) Steam - Within two weeks of purchase and with less than two hours of playtime
2) Epic - Games and products are eligible for refund within 14 days of purchase. However, you must have less than 2 hours of runtime on record.
3) Origin - Whichever comes first.
Within 24 hours after you first launch the game.
Within 14 days from the day you bought it, if you have not launched the game.
Within 14 days from the release date if you pre-ordered the game, if you haven't launched it yet.
4) Uplay - You can request a refund for a digital order within 14 days of your purchase, as long as the content has not been launched.
5) Blizzard - The game is newly purchased within the last 3 days. You haven't started the game; if the game has been played at all it won't qualify for a refund.
6) GOG - starting now, you can get a full refund up to 30 days after purchasing a product, even if you downloaded, launched, and played it. That's it. (Open to abuse, they monitor for abuse as do all PC stores).
To make a manual ticket for a refund request:
Click on "Help" at the top left of the Steam client
Select "Steam Support"
Select "Purchases"
Select the game you want to refund from the list
Select "I have a question about this purchase"
Provide details about the issues you are having (that you did not know that the game cannot be family shared so you want to refund it and buy it again as a gift for your son's account).
Hope that the refund is granted since you do not meet the conditions for the automatic approval of a refund.

I wish that the section about appealing a denied refund in Steam's Knowledge Base included all of the steps for submitting a manual refund ticket, because I think that choosing "I would like a refund" again will just get another automatic denial.

I think that Steam users shouldn't have to post in the forum to find out the steps for making a refund request when they are outside the conditions for an automatic acceptance, but still have a valid reason for requesting a refund.
if the game was for him it should have been bought on his account in the first place, makes no sense to buy it on your account instead of putting it on his account
