I just ran into a problem adding my phone number for 2FA using the authenticator app (Steam Guard Account Security). Through research, this problem is common.
The fix is to add hyphens when entering your phone number so it should look like:
[phone] (make sure your country code is correct '+1')

Shouldn't make a difference to how we enter it. If the system wants a space or - then it can be set to automatic provide them. Same way you met get a gift card xxxx xxxx xxxx xxxx and the system can automatically add the - every 4th character

Yes, the support page only mentions "+" and country codes and not hyphens, unless something has changed recently :
