There's efficient ways to do this though. Here's my advice.
Some users love to say buy the dirt cheap "non" games as you get cards for cheap. This is a poor economy as the problem there is those cards are wrothless. NObody wants them and nobody plays these games so you get stuck with useless cards and no badge.
So how to do this efficiently? YOu need to get games cheap, but games that still get played to a fair degree and others craft badges (as whenever you've earned all your card drops for a game, and are logged in, any other person crafting a badge generates a booster pack which you may be in the pool for).
So, games during sales, and charity bundles like Humble BUndle are a the best way to do this.
I'm a cheap arse and only buy digital games when they're cheap, because I ALWAYS prefer physical games.
For this reason, you will get games dirt cheap, you play them, earn your card dropsm, and because bundle games are popular, others are playing them too. This means you'll get a nice pool of other people able to trade with and complete your sets with (or buy them off the market).
And better still, the higher your level, the slight the increase in getting a booster pack should one be made.
So yes, all that remains beside that are badges created from cards.
Steam Points Shop has seasonal badges you can buy using Steam Points, this can help a little too, assuming you have a couple dozen thousand points laying around to buy the fully leveled badges - if you are serious about collecting cards chances are you will have more than enough to buy the seasonal badges as well.
