You must make payment from that region, otherwise it wont change
It can automatically change after 3 month (or even more, you can't say that exactly. It can never change too so)
ALl you can do is go back to the place you bought it and try to get your money back. Do note as these places are shady as ♥♥♥♥, you might get told to piss off.
Which should speak volumes about why you shouldn't use them in future.

Up to now the only thing about being locked to a region is your Steam Store and the currency. You do not have a USA account any more than you have a Spain account. Your Store may still be set to the US and your currency still set to US Dollars. To change these you would have to obtain a Spainish payment method with a Spanish financial institution and make a purchase with it to switch your Store to EU and your currency to Euros.
First, I've not seen a Spain only game. Not that there couldn't be but it would be a first for me. Second, country detection is based on your connection to the Internet. If you are connected to a Spanish ISP from a Spanish home, then you are in Spain. The region and currency of your Store doesn't come into play.
Having said ALL of that, you probably did not receive a key for whatever you think you purchased. While keys can be region locked, I highly doubt there is a Spain specific key. But I doubt we're really talking about Spain anyway. If the key is supposedly for your region and it is not working then that is something you need to discuss with whomever you purchased the key from.
When it came down to it, they weren't for the games they were claimed to be in the first place.
SO it would not be at all surprising if it is neither a key for this region, nor a key for that actual game.
In any case, you can only deal with the place you bought it.
Yes. Steam can't determine you've actually changed regions if you don't have a payment method from said region.
To change your home country you simply have to make a purchase, while physically located in the new country, with a payment method from the new country
Note that being in a new country, itself, doesnt change your home country. This was to aleviate an issue where if you were simply travelling abroad you would be locked out of Steam unless you contacted Support. Now you can temporarily travel, but still use your existing home country store with your existing payment methods without issue.
