Report a translation problem
cannot update my games,
cannot download new games too.
cloud sync is error too
but if I change to my 2nd account, it worked just fine. so it seems this error is per account...
then how to fix it ??

That likely then implies either a connection error and coincidence, or a corrupt file on one of your accounts.
Always try running Windows in safe mode WITH networking to see if you can then connect.
If you can when that happens, then it is some software YOUR end that is causing the issue and you need to work out what it is. We can help of course.

like I said. u can use ur 2nd account to download and then ur main account to play
or if u want, u can change the download server to iceland or to us. But this makes the download slower as my internet is far faster for local server
How can you change your download server?
1. Click stream on your top-left
2. Click setting
3. Click Downloads
4. Choose Download Region > US - Los Angeles > click OK
5. Restart your steam client.

i think this is a problem in the Asian side of the server, and not a problem in your account, because changing Download Regions outside of Asia works
...But UK Download Regions can solve my problem........

Servers are rented, obviously. Valve will be aware of it. But all they can do is report it to whoever they rent the servers from and it goes down the chain to whether it fixes itself (and reroutes data) or someone actually goes out and works on things. You have to be patient as there is no quick fix for such things.
But also, there are TONS of servers, and as this isn't online gaming (it's a ONE WAY download) ping isn't relevant. You can choose ANY download server in the world.
Typically you get these sort of problems when the sales are on. Then I tend to google timezones and find any region that is currently around 2 to 4 am in the morning and pick them.
