Micro stuttering on high end pc
Hey yall hope everyone is doing well. I recently purchased a high end pc and have basically been experiencing small annoying issues non- stop. One of the most pressing issue is the micro-stuttering in my games. I have to basically run every game in admin mode to mitigate it, but i find it silly that i have to do so. Some games don't have the compatability tab to do so, and finding the .exe file to run in admin doesn't prompt or changing anything.
Recently I downloaded Fortnite to mess around with friends in the no building mode, and the show fps setting in fortnite allows you to see the highest and lowest fps, basically 1% low. It seems that i get fps drops frequently and it even dropped to lowest 38fps ON 1080P!!! The settings were not even maxed and it boggles me how it is even possible for such a powerful card to get 38fps drops.I've tried a lot of fixes, including game mode, gpu scheduling, settings, nvidia control panel, updating drivers, running in administrator mode, checking if xmp is enabled, and even factory resetting my computer, all to no avail, except for admin mode helping slightly.
I would gladly appreciate any help as i am so sad that i paid so much money and cant get a smooth gaming experience T_T

Intel i9-12900kf
Aftershock(pc building company) 360mm AIO
Zotac RTX3080TI Trinity OC 12gb

If no, does it happen in games outside of Steam as well?

(if you're unsure, look for a free game somewhere that is... somewhat similar in engine)

Separate issue with network or offline.

You need to configure Windows for gaming.
Default installation has too many background process.

Could you please help me what did you do to get it resolved?

Is it only on Fortnite like this or on multiple games, also if you play a game for a longer time does that reduce the stutters? if playing a game for a longer time reduces the stutters it might be vulkan shader compilation
