can't send a steam gift TO russia

I wanted to gift my friend a warhammer 2 dlc but the problem is steam always tells me theres some weird error about payment processing failed to initialize. I know theres a problem gifting FROM russia to other countries but i am trying to gift a game TO someone russian and im paying in euros. i tried sending it as a test to 3 other people to see if payment would initialize and it did for everyone except my friend and the other russian in my friendlist. Did steam put some sort of block on this? cause last month i was still able to gift him a dlc.

Russia wouldn't be the first country without any cross-region gifting. Argentina can't be gifted to/from since last year, Turkey's a close second. Russia being the third on that list ain't even surprising.

they blocked gifting to those countries? i thought they banned the ability for turkish/argentinian accounts to gift to someone from EU/US for example but not the other way arround.

Those got pretty much walled off entirely.

A price difference of 10% (more or less) will prevent trading to any other region.

That is in addition to any other restrictions on gifting to/from specific countries.
