You had to scratch off the layer to see the code?
If yes, contact steam support.

If code is written on receipt, contact the store and ask for replacement or refund.
You could also try contacting steam support with the receipt, but you need to show the entire receipt (including data and time of sale with reference numbers). Not sure if you can actually contact steam support with receipts, but it's worth a try if your refund at retailer fails.
Thanks for the help! But I'm sure I've entered the code properly, since the error is that the code has actually been redeemed. Is it still possible to get help from Steam Support for this?
-receipt : bring it back to store for refund..
-wallet code you have to scratch off : Contact steam support. (example: https://support.steampowered.com/images/faq/wallet/epaywalletcard.png )
When you're dealing with receipts, ask for refund/replacement at retailer.

Nothing to do with Steam at all. Contact support at the retailer you purchased from.
I buy cards whenever I need it and never had a problem when I got home to enter and it was redeemed. There was two times where it was already redeemed, however they know instantly and tell you right when they ring it up at the store there is an issue. So they tell you to grab another card and then they ring that one up instead. At least as far as Gamestop and Walmart goes in store. If buying online it's probably way different.
Your receipt should have a steam card# on top. I'd assume you would use that when dealing with steam support or in store.
The retailer you purchased the cards from is where you go to if you have issues. Since it wasn't a direct purchase on Steam, that leaves only one option.
Unless you want to maximize privacy or have too much cash on hand, I don't see why you wouldn't.
Seems like you're buying cards off shady retailers anyway. A card code doesn't work unless the card gets activated at the cash register. The code, even if it has been revealed to someone else, will not work unless the card is actually bought. It is unpredictable when a code gets 'activated', so the only people capable of stealing your code would be the shop you bought it from.
