Low FPS with low GPU and CPU usage
For context, the rig is: rtx 3070, ryzen 5600x, 16GB ram, 650W, 1440p 165hz monitor, so I would expect to run those games without any trouble

In same games I observe the FPS is very low, even in menu screens, despite having more then enough of a capable machine of running the games. I noticed that when this happens, both GPU and CPU usages are also very low.

At hellblade, CPU was at a constant 1-5%, GPU below 40% and fps at around 20 in the menu / title screen. Once inside the game, it ran at 45 fps with graphics on "very high". I've searched and with my PC, it should be running at 120+ FPS.

In Halo infinite, same numbers CPU was at 20%, GPU at 30% and fps at 7. In this game, weirdly, it ran terribly when fps cap was set to 165, but was able to run at a constant 55 when that was the fps limit.

In forza horizon 5, I noticed that it ran well at 100+ FPS when using the controller, but when I click with the mouse and the cursor appears, FPS drops to 10 or below, as shown in the video: {LINK REMOVED}

In other games, such as rdr2 and horizon zero dawn, it runs on ultra at 70-80+ FPS, while being also more demanding then those games, arguably.

What could be going wrong? Is my hardware damaged?

some games has own launcher and gpu setup ( Behesda doing this , make sure they other game you have dont have same, some use system and other ingame only like GTA5 and RDR2 i know rockstar, i cant help you with them other titles, do know that Rockstar has own client launcher and validate game files if that even matter here in own rockstar client.

steam user a clear DL cache then validata them this is seen as master validate so it fetch from server and dont usee local cache, could matter, i bet that why option is made for.

do not underestimate run VC+++ from MS own support page, i or we here as helper have fix games so many time that way, and stop trust steam common redistributable files, and no dont delete it, better to overwrite with MS after, dont say that here ehst thats is about. ( 2 times i have fixed odd Fallout4 crashes that dont make any sense, worst bug was then i exit game then i get a issue , wtf after that its mandatory VC+++ if any game just make any crash, i cant proof it, other then crash seem to stop, this is special after validate or reinstall or fresh install steam games, gl debug that steam. random or sililent error you dont even know you have a issue or might have.

as i said how will you proof this then all thirdpart app is installed with silent mode.
this mean vc+++ 2015 to 202X force a reinstall reboot pc, no more crap with whatever that is.

and you also need to do a fresh GPU Driver install with clean install this is know by Nvidia support then windows make core update or as you feel like you have now , another what if something screw it up.

im sorry but we did not build it we just learn along the way how odd things can get, with windows core update and its GPU Driver to even explan this, roughly is nvidia driver worked then core change something and same driver now have issue with windows core change
man that a dark path to understand, worstpart of this same driver reinstall and now work with what windows did, so Nvidia already know but cant seem to force a update to adjust to the new ways.( or its driver know both setup whatever goes here ) gl explan that to new pc owner
but in your case you have experinece enough as gamer im sure you can test this do it work now or you have other issue that i cant see here.

Especially games that are ported from a console usually have been capped in FPS. (because that is easier to them I guess, to just keep that in.)
they have oddly enough also been capped on processor usage for specific tasks so games can even lag on your rig or freeze or whatever.
I suspect that is what is going on basically.

Make sure power settings is on performance, check gpu settings to be sure its on max performance for each game, etc.
do not use vsync, which lowers fps or related settings (use it only if you really need to)
its not a performance booster as some people may let you think xd

I recommend checking the manual of your graphics card software and see if it can help. Some games maybe able to overwrite the settings, and again some game have their own build in limitations set and the options only tune the internal limitations.
