Report a translation problem
If you have some corrupted files then resintalling doesn't often fix it, for some reason. You can try a couple of things.
First off, go to steam settings and clear your web cache. Restart steam.
Next, if that doesn't work, try going to your steam install folder, and delte EVERYTHING except steam.exe and your steamapps folder (where your games reside). Then run that steam.exe and it will reacquire all the needed files anew.
That tends to fix a whole host of corruptions and issues.
Lastly, the only other option is really to just wait as it could be just server congestion. When things don't display correctly that's generally it.
Ofttimes it shows up on these forums where profile frames or pictures, or even names don't show up properly.
The mini profiles, avatars, avatar frames, etc... sometimes don't work as intended and there's nothing on your end that can correct it. It simply Steam being Steam sometimes. It'll correct itself at some point but none of those pretty flairs are detrimental to Steam's services so none of it is a priority if they aren't displaying when you expect them to.
My pc needed to be formatted, i didnt do it just to try to fix steam. Just commented it so people could understand the problem better.
Unfortunately those steps didnt solve the problem, I guess its not server congestion either, its been like this for a long time, guess i will need to wait until some update fixes it.
Yeah if it's been going on a while it still CAN Be a bit of congestion as it can rely on where you are, and what time of day you play etc.
But judging by what you've said it's incredibly likely to be something on your computer that is blocking this somehow. The only thing I can suggest is sitting down and removing programs one by one until you find the culprit.
Leave it some hours and try again, especially when it gets quieter.
Remember you can always go to steam settings and clear your web cache, then restart and see if that improves.
