Does the game default language depends on the device's language?

I think there are some that check your Windows settings, but I'm unsuer if it's global across all games.

Some do, some don't. Some query the Steam client's language using the ISteamUtils::GetSteamUILanguage() (SteamWorks) API call. It's not very well standardised really. You can't rely on any game setting your preferred language. If it isn't English then you really have to check manually every time.

Every time I download a game, I right click it in the library, select properties and if the language tab exists - I set it to my preferred language. If the language tab exists then it's usually a sign that the game needs to download separate files for each language. I hate it when I download a massive game only to discover that it was set to English.

Yup, that's pretty much what I was getting at. There's little standardization with ANYTHING really across games so this ain't going to happen sadly.
