Steam wallet is not a bank. It's store credit. You spend it on Steam.
Because Amazon is an online department store and Steam sells video games, not gift cards. What does it matter where the money came from, you made a purchase when you added the funds to your Steam wallet.
So? Those funds that are on your Steam account are there forever and can be spent at any time. As soon as they were added to your account, they are bound to the Steam platform and cannot be transferred or 'cashed-out'. The source is totally irrelevant.
Valve have no reason to sell anything other than what they offer here. Why would they need to seel Amazon gift cards? You could equally ask why they don't sell cars.
In any case, there's a stark reason why you cannot transfer money back and forth - LAW. MONEY LAUNDERING AND FRAUD.
It's dead easy to wash money by taking it from a bank account, bunging it into something like Steam Wallet, then funneling it back to somewhere else,. Hey presto - trail messed up.
So if Valve did this, they would be in deep ♥♥♥♥ from the authorities. That's why nobody does this, you see?
General rule: most places won't let you move funds from their app/wallet/account to some other app/wallet/account, nor will they let you cash it out for money. Just buy some games.
