Jst to be clear here, if you're talking about a game you've activated in your account that's in your ibrary. you can't do ANYTHING with it except play. It cannot be moved, sold, destroyed or anything else. It is PERMNANTLY bound. That's how licences work.
Now if you have a spare key you haven't activated, you can do what the hell you like with it within reason - sell it, give it away, ignore it, destroy it. And so on.
You can sell maybe cs 2000, but if you want to continue playing your cs 2000, you would need to buy cs 2001. There are not many outcomes that would benefit the player.
In the current system, you only should not pay full price. Then its more beneficial for you, than being able to sell things you bought more often or for a higher price in the first place.

More than that it's a real bad idea because some people (not accusing you of this) sell accounts and then promptly contact support and get their account back, keeping the money. You can also find the account getting frozen if Valve find out.
So you're opening yourself up for a load of hassle even if you do seell it (or buy one).
