You're going to have to do some digging on your task manager to see what's open at the same time and start process of elimination on them.
so I *think* I've solved it, I just had to force anything even related to xbox to close in the Task Manager, and the test game (stardew valley, just FYI) runs like normal now. Its not by any means a *clean* solution, but it seems to work. So for anyone having this problem in the future, what you need to do to be able to run steam if you have the Xbox app installed, go to task manager and force close anything that even resembles the xbox app. If you want to use the xbox app, just restart your computer (xbox has no issues running with steam, its only steam that can't play nice with others)
I'm going to run some tests on my own to try to get them to play nice with each other, but for the time being that seems to work, at least with Stardew Valley
Is the Xbox app up to date? You could try re-installing it. It’s been know to be buggy at times.
Other things…Windows 10 or 11? Controller plugged in?
