If you have a connection beyond 100 megabit/s, you will notice that the bottleneck shifts from being the internet connection to being the drive itself as the data that was downloaded way too fast has to be worked into the target.
Due to the nature of random access, for such fast connections, the applying of the diffs needs a lot of I/O, in which SATA is too slow.
For a start, steam support ain't here. This is purely a USERS forum.
Second, it could be your drive is too full if you can download one game but not another.
You shoudl NEVER have more tahn 90% of your drive's space used, and when you download a game on steam it's compressed and encrypted so you need up to THREE TIMES the total file size for it to unpack and do it's work.
In other words, if you have say, a 1TB drive and you've used 800GB you have 80% used and are fine. However, if you then try to download a 100GB game, you likely won't have enough as you'd need up to tthree times that, 300GB.
Typically what happens when you're low on space is it won't download, or it will download to the wrong drive, or other weird behaviour./

if this work in safe boot mode then you have interference issue.
thats what steam call it, not sure a security expert will call it interference, then your own app block you.
Dammit i just want to download ARK and it's 350GB, but i'll never make it, the downloading has been stopped for an hour now ..
well ARK is a known issue, you just dont get the most have way more free room and its here i and other helper disagree how much free space is needed. i use 1 to 5 in unpack ration other say 1 to 3, but both is correct , but there are such things as temp files created in the system doing the process, until it clean up after itself. ( + AV scan or unpack archive sametime, they did that in the past ) + new compression is fare better today then in the past and again what game use it, not that simple, even seen a game devs in the past change packing programm because ppl complaion over it took aged to do.
ps.
in other words your problem to have enough free room , and its funny noone complain then disk is new and empty, you need a faulth disk for that topic.
