Fill in the text box with a concise and civil explanation of what happened. Don;t exaggerate anything, or act salty. Just a basic description like you gave here in the first paragraph of your OP. Leave out the second paragraph (questioning how and why the game is allowed to be sold on Steam, no accusations of any kind- just a description of the issues with the game not working properly).
No guarantees that you will get a refund. sometimes they do, and sometimes they don't. But being chill with Support (and understanding there will be delays because of the holidays) generally helps.
As far as the game not being as advertised- post a review explaining the problem, and you can use the flag on the store page to report the game as not being as advertised (no guarantee there that the game will be pulled either, but it's one of the only options we have to report games like this).

Select the game, follow the menus. Use "I have additional questions" if you need to. Explain your issue and how the game does not deliver what the store page promises due to the discontinuation of services, and request a refund.
You are not entilted to a refund, but it may be considered.
Of course they have in their terms and conditions, they make it very clear in their EULA that they can retire online features with 14 days notice. I mean, who buys a near decade old game and expects all the online features to still work.
There are already open diskussions about the missing features, some are over 1 year old.
I wrote a review about the missing features, i contacted the support (they contact me if they find a solution one day) and i contacted steam about the missing features.
The game already has many bad reviews. Next time i will be much more careful about buying games with bad reviews.
