Secondly if there is software for the wheel install it as it will include the drivers then setup the wheel inside the software you installed.
I assume both Windows and the Logitech software sees the wheel. if not reinstall the Logitech software.
With the wheel attached go to each of the games which do not recognise the wheel and disable Steam input (untick ALL the boxes) exit Steam and reboot then boot the game/s and see if the wheel is now available.
EDIT: The only racing game i can see on your profile is Assetto Corsa which should support the wheel whereas GTAV requires a mod to use a wheel.
It should be detected in Windows FIRST. Then once that is the case, and you've checked the properties in Windows to make sure all buttons and controls are responding, then once you start a game it should just pick it up automatically.
The only thing you might have to adjust is basically personal preference or the odd (mostly older) game that may have controls a bit messed up.
I use the same age Logitech but the model lower and it runs fine, but unless it's recognise in Windows you will get the problem you have.
Just make sure (if it is Assetto Corse you're predominantly talking about) that under the options therein you have all the controls mapped to your liking.
Do you have Steam input disabled? If not does Steam recognise the wheel with Steam input enabled and i assume the Logitech software installed.
Note: I use a Thrustmaster T150 so the advice i am giving to the OP is slightly skewed by not having a Logitech wheel but works for my Thrustmaster T150.

From checking the Logitech software can be a little flaky so reinstalling seems to be a fix but unless the Op responds it is a waiting game.
