Need help with refund WW3 game uses 3rd party downloader and counts as play time.
World War 3 seems like a scam uses 3rd party downloader that takes over 2 hours so you can't get a refund. Don't download the game.

Go to the support page - click on purchases - click on the game - click on 'I have a question about this purchase' - explain what happened politely and ask for a refund.

Unfortunately, Steam cannot see what's happening inside a game while it is running. As long as the game's .exe is running, it is "playing".

Some do. Elder Scrolls Online, for example. Microsoft Flight Simulator as well, I think. There are more where through Steam the launcher gets downloaded and then via that launcher the game gets downloaded and installed. And during that latter download and install, the launcher is opened and racking up hours.

Steam support, however, knows of these and via manual ticket people can get a refund.

Being a launcher/downloader doesn't at all make it a "scam", and getting upset to even call it that is absurd. If you're having an actual issue with the game, you can request a manually reviewed ticket but you must explain as much relevant information as possible including the download time, what the problem is, how you sought out help etc and that it's not getting resolved.

If you're just angry that it has exceeded the refund time by downloading the game, that's not a game issue.

However, there are always mitigating circumstances and edge cases, so when refused, you can ask the "I have another question about this...." and explain yourself, and it is seen by HUMAN support staff. This is obviously discretionary and they are under NO obligation to refund you. So what they tell you then is final.

You can rail about it, but it IS the agreement you AGREED to like it or not.

Pathetic. Help him, or don't, but don't start fights where there are none you useless flatulent apes.

There is no empathy if a person agrees to the terms of refunds in the ssa. If they feel wronged then they are capable of going to a lesser platform.

All we can do is advis on REALITY. And I've done that.

Stop making mountains out of molehills. I feel sympathy for the fact he didn't know this, but that doesn't change the simple fact that doesn't excuse ANYTHING.

OP starts off by declaring something to be a scam with no evidence. It's a frustrating situation, yes, but you have to prove it's intentional for it to actually be a scam. Why should anyone expect calm helpful responses to what started off as angry venting.

I offered advice and OP was rude to me and just declared that I "didn't get it". What, is me not vindicating him mean that I don't understand what point he's making? And we still know if OP even tried to submit a ticket to get a manual refund. For all we know this is just a simple mistake that can easily be resolved, because again there is no evidence that the dev are intentionally slowing downloads in the launcher to prevent refunds.
