But you can add them to library as non-steam games
However, if you're looking for keeping your games more "under one roof" you could look up Playnite. It's a really light, easy to read (uncluttered) UI that you can bung Steam, Origin, GOG, Ubisoft and other platforms' games under.
What I want is: when i buy a game on Steam, for example, Sacred Gold in a bundle, but I have already a version of that game from GOG, installed and running. Just recognize that folder, instead need to install the same game again. Just to count as a Steam game (which I have already purchased on Steam).
In GOG we have the option to recognize an installed game, if you purchase it on GOG, and it counts as if you were installed the game from GOG.
The main issue here is that GOG games don't have DRM, so it's considerably easier for them to look at another sourced set of files and add them. But you can't do that with Steam files, as there's various bits of DRM.
say for example if the game you bought uses Ubisoft connect then yes you could link the game back to steam via ubisoft account.
Or Rockstar.
