This would hardly be the first time a user has raised this question. It's been this way since Steam has been selling games.
Steam works on their time in Seatlle. So when it's midday there, that's when it changes (or finishes).
That equates to 6pm here in Britain. So whatever it is in your timezone.
Just like with games having midnight launch via digital stores, often they don't go by everyone midnight but actually a fixed time zone midnight which yes have to google time zone to compare to your time zone.
Steam lunar sale going to start on the 27th, so keep in mind, after that there might be Anime golden week sale which said to be around end of April this year.
Yeah, while it is a good idea to be aware of the fact Steam is an international platform and know what time in your country the store refreshes each day it does also usually tell you on a games store page exactly when a discount is going to end with a live countdown.
