Try logging out and logging back in. Sometimes this causes a recheck of the account.

How did you pay for them?

If it was though Wallet Funds that were gifted to you, then they don't count to remove the limit. It has to be direct purchase or a physical Steam Wallet Card.

2 years ago on my birth day i got a 99 rupee gift card using which I bought a backpack expander, using which I traded up to 20 keys and sold 14 of those keys for digital gift card of 10 usd(5 usd each) So they dont count?

If I recall, there should a a bar or something on this page, saying how much you contributed to the amount needed. May want to check it.

digital gift cards do not count. the money has to be added directly to the account from outside steam using a physical gift card, credit/debit card, paypal, etc.

Adding a Steam Wallet card that is equal to $5 USD or more to your Steam account

Bear in mind exchange rates can alter whether the equivalent is $5 or not.
