I have no idea why Ireland (it says so on your steam profile) would be restricted from that game, but perhaps you're not there at the moment.
Contact the devs, g2a or that seller and see if they have any insider info about how to make it work. Also there's the Civ V forum on steam.

Chances are the site in question sold you the wrong keys. This is know to happen with such grey market retailers. They will often sell keys "cheap" that were obtained from restricted countries. Try contacting them to get a refund and buy from an authorized retailer or directly through Steam.
No one here can help you, since the key were purchased through a 3rd party.
You can only work with that place, Steam has nothing to do with this problem. Contact them.
Either your country isn't set correctly or as is usual with that site you got the wrong key.
If the key is not advertised as region-restricted, contact that shady grey market place. If they got a sliver of decency (hint: they generally don't), they'll offer you a refund or another key. If they don't (hint: they generally lack decency), they'll make you go through hoops. Should they go this route, don't follow & issue a chargeback instead.
