Maybe you just have slow Internet? What kind of connection do you have? What kind of results does an Internet speed test give you?
Anyway, give us those numbers and your download speed in Steam.
Keep in mind those speedtests use Megabit and Steam uses Megabyte.
8 Bit = 1 Byte.
So, if a speedtest gives you 40 Megabit, that equals 5 Megabyte.
Foirst off Steam downloads page default mentions MegaBYTES per second, not the usual megabits that ISPs use. So you need to multiply the result by 8.
Next, your internet speed isn't the limiting factor. As Steam downloads are compressed and encrypted, it's actually your hard drive, your CPU, I/O, RAM and other things that all have impact. One of those being underpowered will be the limiting factor. Keeping an eye on the graph on the downloads page and on your Task Manager will tell you if this is the case.
Also, learn to region dance. There are many download servers round the world, and it ain't like online gaming where you need to choose the CLOSEST server. Quite the opposite in fact.
If you are downloading locally and it's congested, then it's highly likely your neighbouring servers are going to be in the same boat - especially during sales and big releases.
So Google timezones. FInd anywhere in the world that is currently around 2 to 4 am in the mrning and pick them. You might have to tweak it to get the best result. Done.
