you mean when windows is in safe Mode ?
did you check your Intel or network driver are up to date ?
i can only download games or updates in safe mode with networking, in normal mode it says "no internet connection" / "manifest unavailable"
i have check the network driver and its up to date
thats the first thing i did, steam are not blocked by firewall and turning off firewall completely did nothing.
As to what it is, that's something you're going to have to work through.
Start with antivirus, firewall, and any other security software. Note that disabling it often will not work. You may have to REMOVE it entirely and get something else.
Also, you will need to apply process of elimination - remove one thing, try it. If it doesn't work move onto the next thing to try and so on. One at a time.
Its' the only way.
Does this include windows services too? i have tried disabling background process but it didnt work, maybe i missed something and i'll try again. Thanks for your suggestion
Pain in the arse but hey.
thus as a result, any 3rd party programs you go and installed prior to the problem occurring should be disabled first.

on a side note, i found some solutions that OP should try
i) check whether his modem and router is updated to the latest firmware
ii) check and make sure there is no problem 100000% with modem's power supply
if OP is using windows 10, then he should do this
a) go and click "start button"
b) open settings
c) open "network & internet" settings
d) under "status" tab, click "network reset"
or
e) follow step "a, b and c" then under "status" tab, under the "advanced network settings", click "network troubleshooter"
