But I think it is more OS settings and might be better check around firewall settings on Steam app.
And you also might look at QoS app or example like Lenovo that has network management and so did MSI in the past until they update its network killer driver.
And it dont help its win11 in top of this, a new system ask that name brand board support or brand pc name support. with netcard driver issue.

same with that Netsh Winsock reset ( google it ) MS has look into this and they blaim it on addware, thay have not change settings, well new system now but that was in win10 old MS board page somewhere i read that.
Its possible the internal windows DNS data got corrupt basically.

Shift right click on the Windows icon in the bottom left corner of the screen, and select Command Prompt (administrator)
Click yes on the prompt.
In this new black screen type the following commands.
ipconfig /flushdns
ipconfig /registerdns
ipconfig /release
ipconfig /renew
netsh int ip reset
netsh winsock reset catalog
netsh int ipv4 reset reset.log
netsh int ipv6 reset reset.log
edit 2: keep this screen open because internet will temporarily not work when you go through this list of commands.

Tell solutions anyway, not for us here, but for all other steam user, that might find that helpfull.
