Installing the Steam engine
This may be covered somewhere, but for the life of me I cannot find anything covering this topic. I have been trying to install Steam on my computer so that I can play my games I spent good money on. However, either I am very impatient or something is wrong.
My issue is constant updates, steam updates, that take hours. I am not exaggerating when I say hours. But after two or so hours of waiting for Steam to install, I cancel the update installation. The updates do not get hung up, they continuously download, extract, install, clean up, etc. Then it goes to the next update and continues for hours.
I have uninstalled steam quite a few times thinking it might help, but no, it begins the hours long updates installation. I would LOVE to play my games I purchased, CD in-hand, but I cannot because Steam needs to update its own self, continuously. I have even let the engine "update" throughout the night just to wake the next morning and see the installation of the next update. That's 8 hours of "updating", and counting. I get tired of waiting for Steam to update to the point of not wanting to play either of my games any longer. This is ridiculous.
Oh, and the original Steam setup, I downloaded from the Steam website.
What gives? Does anybody have any ideas as to what I can do to get this dome Steam to install?

I would do a clean wipe of Skyrim SE then I would move my Entire Steam Library to another drive and if that's not an option then I would at least move this game outside of Program Files (which I call Problem Files) due to UAC issues.

This sounds like something is seriously wrong with your machine, your internet connection or your OS/installation environment - something Valve/Steam has no influence over.
Kinda sounds like it's being blocked from fully installing.

Check that whatever anti-malware programs you're using have steam whitelisted.
First off, check your Task Manager and the downloads page on Steam, and check the graph there. If everything's normal - there's no resources going at max on Task Manager, and the graph is showing normal operation then safe to say there's something VERY wrong with your system.

Common causes are some software blocking things - antivirus or firewall the most common culprits.

If you try starting Windows in Safe Mode with networking, then ONLY run Steam and try downloading then, if it runs ok you can then be certain it IS some software on your system and then it's down to you to find out what it is.

Do note that if you choose to DISABLE your antivirus this often won't fix the issue. You need to fully get rid of it if it proves to be the culprit and reaplce it with something else.

I don't know which updates are being downloaded and installed, it doesn't say anything, just 'downloading updates', 'extracting updates', 'installing updates', etc. The process is very fast, but continuous for hours until I click cancel. As stated before, I have let this go for at least 8 hours and it would still be doing the cycle after the 8 hours and I cancel. This was the last "Steam" game I have ever bought, and ever will, but I enjoyed playing it before I upgraded my PC and ran into this cycle.

Then you need to try starting in safe mode with netowrking and try to do it.
