Look at it this way. If a robber breaks in to your house and steals your stuff, the police will not reimburse you for your lost items. No one will. It is up to you to get a burglar alarm and or insurance.
The reason for this is very simple - it takes man hours to investigate theft and why on earth should Valve spend money doing that when you have clearly failed to protect your account?

It's about liability. Who is negligent.
If you have your bank card skimmed, and £100 goes from your account, then the bank will give you your money back as that was negligence on THEIR part (not protecting theitr ATM machine).
If however, you leave your wallet laying around with the PIN number in there and someone steals it and nicks the same £100, you ain't getting it back because YOU were negligent.
It's simple. Your previous names on Steam supported scam sites.
