maybe something is corrupt in there.
disk write errors can be caused by a number of things.
What is your setup? Which windows version, is it an internal SSD? Is Steam installed on the same SSD or is it elsewhere?
What does Steam say about the error in detail: (steam\logs\content_log.txt)?
1. Try to turn off your firewall/antivirus/"smart"-screen whatever software and then try to reinstall.
2. Create another directory/partition and try to download your game there.
If "nothing" works at all, then there's only one way left.
3. If it's there still then you would want to reset your PC and shut Windows Update up.
Windows updates create unwanted problems and mess up everything, it is better to update it once in a while.
as for what Steam says about it... well.... it makes no sense to me XD, but maybe you'll be able to find something

I dont know why but installing games onto my other SSD (the one for Windows files and Documents) is working and the game is installing, I can then finish the installation and then move it to the correct folder. obviously, this is only a temporary fix, I'd prefer the game to install straight in the proper location
That means it attempts to merge two pieces of information, and this action failed. (its like editting a word document basically, changing something, then saving it. this failed)
.. that is very odd basically (especially as the steam client is the one that makes those files)
How long did you have this problem, is it recent?
Is your computer new, did it start after an update on Steam or... idk. (I'm looking for a cause basically)

Let's see. Did you check the S.M.A.R.T. Status of your SSD? (make sure things are okay)
Did you run 'windows defragmentation' to "optimizise" the ssd before trying to download?

Defragmentation can be found in My PC, right clicking a disk, selecting properties, tools, and then hitting 'Optimize'. If it is an SSD, this program will basically trim instead of actually defragging)
my PC isn't exactly brand new, but I wouldn't say its Old either. its a custom build that I've had since like, 2015 or so. I occasionally upgrade parts and stuff, but I haven't made any hardware changes lately.
if you're wanted specs; GTX 1660 graphics card, 16gb DDR4 RAM. Ryzen 5 2600 processor and two 1tb Samsung QVO SSDs.
But I've had this set up for a while with no issues at all. I can install games from the Epic Game Store and Riot Games and The RockStar Launcher perfectly fine. From what I can gather, the problem is with Steam (or at least, my installation of steam), because every test I run on my PC says its perfectly healthy
I did the SMART scan, there was an option within Samsung Magician, everything came back ok from that. I also did both the Command Prompt lines, both came back ok and false, just as you predicted.
I've had Cyberpunk 2077 in my Downloads page for a while and I've been using it to test the status of this Disk Write Error issue... for some reason, its just restarted the install and theres no problems so far.
I swear, I usually know quite a lot about computer problems, but this had be completely stumped, the fact that It wouldn't work all day and now all of a sudden its working fine really baffles me.

a whole client reinstall would be required to truly let steam recreate these things-
but luckily it somehow 'fixed itself', which is odd in itself, so..
... idk. If you encounter this issue again, I recommend removing Steam and reinstalling it.
Unfortunately some vdf files are generated and updated when you download and install games in a library, so it may involve a lot of reinstalling if it is really messy.
It's particularly weird because it is very game-specific. Like, Gang Beasts, for instance, will download fine every time. Then you take a game like Cyberpunk 2077, and the three times I've downloaded it throughout the time it's been released, it gives me this issue every single time.
It's to the point that I really wish I could uninstall Steam and never touch it again, because it's the only launcher that gives me any issues at all.

You can try to see if this is a Windows 10 issue, at least, if you haven't tried that.
Yes, I get what you are going to say: "Its only steam, so its a steam issue"
but like... if it is just on Windows 10 that this happens...
no, don't upgrade to windows 11
What I mean is, try making a bootable linux live usb and see if you have the problem on the linux version of Steam.
(this way we can rule out networking basically)
Unfortunately, I'm barely computer literate, and LINUX is beyond my skillset. I also don't have a thumbdrive handy at the moment, though I'll keep your suggestion (and google) in mind the next time I can grab one to try this.
For now- my autistic brain really just wants a work around, even if it's a flimsy one, because I'm sort of obsessing over Cyberpunk and I just want my fix. XD

People think too hard about it, but what I mean is, its a skill you acquire quite quickly by trying.
