Once your new account has the game you can forget the other one, but nobody really cares if you have two.
- Smurfing on match making games.
- Wanted to hide certain games so others don't see you own it in your main library.
Or etc...
For workaround, launch Steam with online connection, then cut off internet access, don't turn off laptop, or shutdown Steam app, can been suspend laptop to save power, but again if it shutdown Steam then it pointless. Another work around is having dualboot on system, or using virtual machine to boot your other game account on that has it own library.
This kind of why you don't want multiple accounts really.
