Yeah after buying the game I wanted, steam just removed my cc from payment option, I dont understand whats happening really

No, actually this is STANDARD across everywhere on online payments, as Valve have to use the same banking procedures everyone else does.
So, you have to either tick a box to save your card details, or it has to be bannered that the details are saved automatically by default. Also, test amounts are normal too.

You need to understand how this works a bit better.
When you enter that card on your account, it is used at the POINT OF PURCHASE. If you remove the card afterwards, it doesn't matter because they have the data from the POINT OF PURCHASE. It's all right there.
As for your concern over that test payment. What happens when a payment is made is the money is "set aside" and doesn't actually leave your account until later. It just makes that amount be unavailable for now. Later on there is banking communication that verifies it (without going into finer detail) and the money is THEN withdrawn properly.
As this was a test debit, it will be "set aside" in your account, but that later verification will not happen, so it never gets taken and merely frees up after a short time.
I strongly recommend you look up how online payments work generally as I think you're confused about a few things. As I said before, they're all the same wherever you go because they have to use the ONE banking system there is.
