do gift cards work in russia?

so i want to get a steam gift card but my account is russian and ive heard that valve have disabled all payment methods in russia is that true?

It's generally frowned upon to encourage people to use shady gray market key resellers. Many of the keys resold there are bought with stolen cards, or have already been sold to someone else. There is a reason why the word filter blocks it. Bypassing the filter is also a bad idea.
