Yeah, based on everything I'm reading I have to agree with everyone else. Steam PS3 support ended a while ago, anything you're trying to do that depends on a PS3 on any level is going to be expired/defunct.
If the code you have doesn't activate via https://help.steampowered.com/en/faqs/view/2A12-9D79-C3D7-F870 then you can assume it's expired. Your uncle meant well I'm sure, but things do expire. Like for example, you can't activate original recipe Half-Life CD keys on Steam anymore.
However Portal 2 is often on sale.

It required linking your PS account to Steam first. Without the link, the code is useless.
Even all online servers for all Valve titles on PS3 were shut down because Valve wasn't in compliance with GDPR before it went into effect on May 25, 2018 and decided it wasn't worth the bother to do anything about it on aging old consoles.
Basically it was like this.
Back when the game was released, they had a PS3 version too.
One thing they were trying out was to link your PSN account to STeam. It largley didn't do a lot afaik, as I never bothered doing it. At that time to encourage the deal, this mant you could claim a free PC version too.
However as others have said, that expired YEARS ago.
But even so, this was someone else's code, so you wouldn't be entitled anyway. As you don't have a PS3 copy or your account linked already you couldn't anyway either.
