Points shop items missing
Many emoticons and wallpapers available on the steam market place are not available via the points shop. This has been an issue since January 2021 AFAIK.

Is this a glitch or are items deliberately limited?
Does Valve have any plans to fix this?
Is there any estimate for when the points shop will be fixed?
Does this glitch affect everyone or only some countries?

Points shop and community market are two separate things.

Some items are only available on the points shop and vice versa.

Doesn't answer the question. When points shop started all game emoticons and wallpapers where available but after some period of time some of those items became unavailable without explanation. I am asking for explanation / clarification.

I also have questions about this

But as far as I've seen on the game store pages they will have there point shop section listed with only their point shop stuff. If there items aren't listed there anymore maybe it's actually limited time.

My speculation is that being able to buy anything straight from the points shop where points are given for virtually any purchase impacted the use of the community market. When there is more of a particular item, its value decreases. And quite a bit of Valve's income comes from market transactions.

Without knowing whether all game items were purchasable at that time, it's likely the reason above or it was in fact time limited.

I think the whole point of the points shop was to encourage people to spend more on games in order for them to get profile and chat stuff, if that works I'm sure it'd more than make up for the small amount they get from the steam marketplace.

It's more likely that some game publishers would want to remove some popular items that do sell a lot, but those are rare.

The removal of items from the points shop seems to be random and not related to item value or rarity. Based upon this observation I'd say this is a glitch rather than deliberate.

I would also like to see an answer to this since the description in the Points Shop specifically states that you can purchase the emoticons and backgrounds for the games you own or earn them by crafting badges.
Any current expenditures to increase the number of points only to find an item unavailable due to this misrepresentation would be a waste.

Valve already gave the game devs the tools last year...

That is for uploading new Point shop specific items (Stickers, Animated Profile Backgrounds, Mini Profile Backgrounds, Avatar Frames, Animated Avatars).
The question pertains to the items that can also be earned via Trading Card badge crafting (Static Profile Backgrounds, Emoticons).
As an example I was previously able to purchase this icon :holyshit: via Points Shop. Now If I go to that game and select Point Shop it shows nothing not even the owned items. This happens for some titles that are still available on Steam as well such as ARK: Survival Evolved https://store.steampowered.com/points/shop/app/346110
