3 FPS with GTA V on a 3080
Hi,

I have bought a new PC pre-built with the specs listed below.
However, when I want to run GTA V the menu first pops up, and when I want to click "Story Mode" I noticed from the beginning a very laggy mouse movement.
Then when the story unfolds it starts by playing the in game scene in the bank, and that runs at a staggering 3 FPS.

What in the world can cause this?
I noticed with ARMA that in a sandbox scene with really no environment I only get around 30 to 40 FPS which also really sucks.

I read on the internet numerous topics about people having 60-70 FPS which they consider low, but that topics don't give me much intel about whats going on.

Intel i7 11700KF
Gigabyte Geforce RTX 3080 10GB Gaming OC
Gigabyte Aorus 32GB DDR4 3600Mhz
Gigabyte X570 Aorus Elite
WD Black SN850 500GB SSD
Windows 11

Driver version:
496.49

Please advice.

Thanks in advance.

EDIT: Fixed. See posts below.

Tried everything I read at the moment.
Even uninstalled the drivers via DDU, but no luck.

Even adjusted the commandline file for GTA V with the following parameters:
-adapter 0
-ignoreDifferentVideoCard
-windowed
-useMinimumSettings
-benchmarknoaudio

Then I get 5 to 6 FPS, and the GPU usage is maybe at around 10%.

Anyone got more ideas?

I have windows 11 and all my games run perfectly fine...don't make things up based on your own bias

You sound the type of person who would be still on win 7.
I`d agree and say Windows 11 may be the problem as it is too new. Whilst i am not familiar with Windows 11, i am guessing it has compatibility mode like previous windows. You should run it compatible with Win7.

@op - Tried everything you read atm - is fairly vague. Better to list things so people can see/understand what you have/haven't done.

Windows 11 debates aside (as many users on it are on it without issue, though we don't know configurations on either side but I digress) ------ I wouldn't ignore all the other shenanigans that go on with nvidia hd audio devices, overlays and background programs, problems with non kb/mouse usb devices, extra audio, potential engine problems with fps over 150 (yes, it is there - don't care if any other game can do 300 fps), graphics settings or forced settings (definitely wipe commandline.txt), potentially plugged into wrong gpu.. and on and on.

Plenty more info in this link regarding this - in sections 3, (and possibly 2) -
(if you've already seen this - just another reason to define things done >_>)

and /goodluck~

Edit - Per your post below - Citrix has been known to cause problems in the past too.
A recent example - and potential fix(es)/workarounds if a required app -

Who knows if anything else does/doesn't - in this day of 'ooo let's auto update everything the second it becomes available....' This kind of stuff has been happening since release -.-

GTA 5 is garbage and runs bad for no reason whatsoever. I used to get BETTER FPS on my then 6 years old i5 system with a gtx 960.
I moved to a entirely new PC with a 3700x and a 2070 Super and I barely get 40FPS in some spots. The game is way too cluttered with useless online ♥♥♥♥ which makes the Single Player run like garbage, meanwhile every other game runs just fine.

Well I fixed it.
I have deinstalled many apps, but I suspect that somehow one of these where the issue:

VIVEPORT
VIVE
Teams
Citrix
AVG

And a few other such as office.
However, none of the above should create problems, but they do.
When I feel like it, I will install them again, and when I can reproduce this issue I will post it here.

So basically if anyone got the same issues I have, go on a uninstall spree.

i dunno what all of those do, but avg has been known to cause issues. i would look at it maybe preventing a settings.xml from being created.

Turn vsync on/limit your framerate to under 160fps.

you do realize windows 10 since release, has been broken by updates more than all windows OS combined. Windows 10 has had lots of issues since release, especially the first few years after release. So it is in no way wrong to assume it is too early for windows 11, Since Microsoft is known to break things with updates.
there is a reason you find the search results I posted below, cause microsoft breaks thigns all the time.

Not saying windows 11 is the issue, but it's wrong to dismiss it or one of it's settings as the problem

just an FYI windows defender if you keep it updated is more than enough, AVG and other antivirus software will bog down your computer for no gain.
What are your settings
